How Many First Aiders Does My Business Need?
Under the Health and Safety (First Aid) Regulations 1981, employers must conduct a first aid needs assessment to determine the minimum number of trained first aiders required. The HSE does not specify exact numbers, but provides clear guidance based on workplace risk level and employee numbers.
Low-Risk Workplaces (Offices, Shops, Libraries)
- Fewer than 25 employees: At least 1 appointed person
- 25-50 employees: At least 1 first aider trained in EFAW (Emergency First Aid at Work)
- More than 50 employees: At least 1 first aider trained in FAW (First Aid at Work) per 100 employees
Higher-Risk Workplaces (Construction, Manufacturing, Engineering)
- Fewer than 5 employees: At least 1 appointed person
- 5-50 employees: At least 1 first aider trained in EFAW or FAW
- More than 50 employees: At least 1 first aider trained in FAW per 50 employees
Factors to Consider in Your First Aid Needs Assessment
Your assessment should consider:
- Workforce size — More employees means more first aid provision needed
- Workplace hazards — Higher-risk environments need more trained first aiders
- Shift patterns — First aid cover must be available during all working hours, including nights and weekends
- Site layout — Multi-site or large premises may need first aiders on each floor or site
- Distance from emergency services — Remote locations may need more first aid provision
- Visitor numbers — Visitors and contractors should also be considered
- Special needs — Employees with specific health conditions may require additional provision
Appointed Person vs Trained First Aider
An appointed person takes charge of first aid arrangements (calling 999, restocking first aid kits) but does not provide first aid treatment. A trained first aider holds an HSE-recognised EFAW or FAW certificate and can provide emergency first aid treatment.
What Happens If I Don't Have Enough First Aiders?
Failure to provide adequate first aid provision is a breach of the Health and Safety at Work etc. Act 1974. The HSE can issue enforcement notices, prosecute employers, and impose unlimited fines. In the event of a serious incident, inadequate first aid provision can also lead to corporate manslaughter charges.
